London, 28th February 1860.
It is with feelings of deep sorrow and regret that I find myself compelled to lay my very unhappy case, together with a short abstract of the particulars of my services to Government, before your Grace, with the earnest hope that your Lordship will kindly bring my petition before the Lords Commissioners of the Treasury, with such recommendations as my character and services in the Colonial Department may warrant.
I beg to submit the Medical certificates and diagnosis of my case to His Grace, The Duke of Newcastle, Secretary of State.
